The Long Range Financial Planning Committee was created to assist the Town Council develop appropriate long-term financial strategies for Ocean View.  The Committee has been organized on an annual basis, as determined by Town Council,  and typically meets from November through March of the fiscal year.  The Committee has not been formed for every annual budget cycle and such formation is determined early in the budget process.   

For the FY10 Budget, the Committee was composed of six Town citizens with backgrounds that represented different economic constituencies and was chaired by the Town Manager.  To provide a diversity of opinions and recommendations for Town Council, the Committee did not include Council Members.

The duties and responsibilites of the Committee established for the FY10 Budget were focused on making recommendations to the Council about:

• Operating budget forecasts for the next five-year period
• Capital improvement projects
• Use of the Town's financial reserves
• Investment opportunities
• Revisions to property taxes and fee/services charges
