ADMINISTRATIVE REPORT

JUNE 2007 ACTIVITY

 

 

This report is a summary of all administrative and public works activities within the Town that were not reported at the Town Council meeting or work session.    

 

Major Projects

 

Ø      Annexation

  • The Town Administrative Official and I have met with several people who are interested in annexing into the Town and provided a great deal of information to one prospective applicant.    
  • The Town Solicitor provided an opinion on a proposed revision to section of the the Town Charter that deals with annexation.  This opinion was given to the Mayor and Council members.   

Ø      Drainage

  • Town Engineer Alan Kercher will present his proposal for the Hudson Avenue, Longview Drive, Woodland Avenue – Phase I drainage project at the July work session, which has been scheduled for July 31st.     

Ø      Elections

  • A draft of the revised Election District Map was received from DBF.  They will make the necessary corrections and return it to the Town for further review. 

Ø      Finance Department

  • The Town Finance Director reported on his department’s activities at the June 19th work session.
  • The Town transmitted information about its health insurance needs to several brokers who will attempt to find less expensive health insurance for the Town.  We will not know the status of the State’s moratorium on accepting new municipalities into its health insurance program until mid-July.

Ø      John West Park

  • This year’s first Concert in the Park was a rousing success; a good time was had by the many attendees at this Concert. 
  • The DPW staff continues to work on the park to ensure that it is always in tip-top condition for the many visitors who flock to it each season.   

 

Ø      Police Facility

  • The police department moved into its new facility on June 28th and 29th.   

Ø      Town Hall

  • Bids for the emergency generator for the Town Hall were received and reviewed, and the contract will be awarded later in the meeting.   

Ø      Town Web Site

  • Some of the Town staff met to critique the draft web site; their suggestions will be transmitted to Delaware.net.     

Ø      Water System

  • Mayor Gary Meredith, Councilman Bill Wichmann, Town Administrative Official McMullen, Town Water Engineer Chuck Hauser, DBF staff members, USDA representatives, A.P. Croll representatives, and I attended the monthly water project progress meeting.
  • Work on obtaining the necessary easements continues.
  • A Water Update will be given later in the meeting.     

Miscellaneous

¨      Mayor and Mrs. Meredith, Councilmen Amendt and Wichmann, Finance Director Brubaker, and I attended the June SCAT dinner meeting.

¨      I attended the SCAT Steering Committee meeting. 

 

Administrative Department

¨      The Town Clerk and I prepared material for and attended the Regular Town Council Meeting and the Town Council Work Session. 

¨      The Town Administrative Official and Town Clerk prepared material for and attended the Planning and Zoning Commission meeting. 

¨      The Town Administrative Official issued many building permits and Certificates of Compliance.

¨      The Town Administrative Official continues his frequent meetings with surveyors, engineers, developers, contractors, applicants, and attorneys in an effort to discuss and clarify Code requirements as they pertain to Board of  Adjustment and Planning and Zoning applications, building and sign permit applications, and other matters of importance to the Town.  

¨      The Town Administrative Official made many site visits throughout the Town to inspect road and drainage conditions and violations of the Town Code.        

¨      The Town Administrative Official sent violation letters to property owners who did not comply with Town regulations. 

¨      The Town Administrative Official continues to develop policies, procedures, and forms to streamline operations within his department. 

¨      The Town Administrative Official revised the fee schedule for all fees charged by the Town.

 

Department of Public Works  

¨      DPW staff members continue to maintain the new plantings around the

      Town Hall

¨      DPW staff members continue to resolve verbal and written complaints and requests for service that have been forwarded from the administrative staff.
